Scabs on cat not healing

We have three cats. One is 19, one is 5, and one is 1 years old. They are all neutered. The 5 year old, Leo and the one year old play and wrestle.

Leo has scabs under his neck and around his head. I think they began as play bites but now he keeps scratching at them. I clean them every so often and place neosporin on them so they won’t get infected. Everytime they heal he scratches them back open again. I have clipped his back nails rather short and he still manages to make more sores.

I am getting worried about him because they are not healing and I imagine he is in pain. He is eating and drinking and socializing with us and the others. The other two cats do not have the scabs so its isolated to Leo. I think he just can’t stop scratching. I know they give e-collars to dogs…do they cats as well? Would that help or there something else going on?
