Cat scratching ears constantly

We live in Denver, CO, in a very dry environment. All of our animals scratch themselves a lot, but my cat Lucy (5yo female Siamese mix neutered) has scratched behind her ears so much that she has broken the skin. A scab developed, and the wound was healing, but last night she went crazy and would not stop scratching. She broke the skin again. I wonder if you can recommend a solution to the problem? Is there something I can apply topically to help comfort her itching? Do I need to take her to the vet to get a cone put on her head? I was thinking of applying Neosporin, but I was hesitant to use a people medication on my cute little cat. Could you offer advice on what the best plan of attack would be to get her to stop scratching and let her ear heal?
